Belfast Flag Violence: Rioting In City Centre

Belfast has been hit by another night of rioting as hundreds of loyalists took to the streets to protest over flags.

Eight police officers were injured, with two needing hospital treatment, and five people were arrested following clashes across the city.

Trouble flared at Shaftesbury Square - a popular party spot near Queen's University - after a man tried to drive a black van through a loyalist road block of about 200 people.

Eye witnesses said police officers were pelted with stones, bricks, bottles and other missiles. Two cars were also set on fire.

Two PSNI water cannons were deployed to the area but were not used against the rioters.

There were also reports of minor sporadic disorder in other parts of the city.

PSNI Assistant Chief Constable Will Kerr said: "This behaviour is simply not acceptable. These people are only wrecking their own communities and putting innocent people's lives at risk.

"Twenty-one officers have been injured so far this week dealing with this disorder. That's 21 officers who have been pulled away from their roles of protecting the community. This is unacceptable.

"This mob violence and intimidation cannot be allowed to continue and I am urgently appealing to politicians and those with community influence in these areas to do what they can to put a stop to this behaviour now before someone is seriously injured or killed."

Loyalists opposed to a restriction on the number of days the Union flag can be flown over Belfast City Hall have held protests across Northern Ireland every night since the decision was taken, despite appeals from the First Minister for the pickets to be suspended.

Last night, demonstrations were also held in the greater Belfast area, Bangor, Co Down, Enniskillen, Co Fermanagh and Dungannon, Co Tyrone.

Police said there were no reports of violence outside Belfast. On Friday night, police clashed with loyalists in Ian Paisley's home town of Ballymena, Co Antrim.

There are plans for a major protest in Belfast city centre later today. Traders are worried it could affect business on what should be one of the busiest shopping days of the year.

During her visit to Northern Ireland US Secretary of State Hillary Clinton appealed for the violence to stop.

Much of the anger has been directed towards the non sectarian Alliance Party, whose councillors in Belfast voted to limit the number of days the Union flag could be flown over the city hall from 365 to 17.

A death threat against the party's only MP, Naomi Long, marked a significant escalation in the seriousness of the sectarian tension.

On Wednesday, a constituency office in Carrickfergus, Co Antrim was destroyed in an arson attack. An attempt to burn down Bangor premises occupied by the Alliance Party's Employment Minister Stephen Farry was thwarted.

Belfast city councillor Laura McNamee was also advised to leave her home while two others living in Bangor had their house vandalised.

Drink-Driving: Crashed Car Shown To Clubbers

A dad whose daughter was killed in a drink-drive crash hopes that parking her wrecked car outside nightclubs will stop others getting behind the wheel while over the limit.

The man, who wants to remain anonymous, lost his eldest daughter in the crash near Fleet, Hampshire, last November.

The 23-year-old was four times over the drink-drive limit when her Vauxhall Corsa collided with a van on her way home from a night out. She died instantly.

Her father has now agreed to let police display her car in town centres in Hampshire and on the Isle of Wight in the hope it will encourage others not to drink and drive.

"I wanted to tell my story, her story, because I wanted people to see what devastation they can cause by making that choice," he said.

"It's a split second decision which can have far-reaching consequences.

"To anyone else who would consider getting behind the wheel after having alcohol, I plead with you as a father, as the husband of a devastated mother, as the parent of two grieving children and on behalf of the many people who knew and loved my daughter, please don't.

"You can't imagine the pain you could leave behind, either for your family or for someone else's."

The Smashed campaign will target drivers aged between 20 and 24, who accounted for nearly a quarter of drive-drink arrests last Christmas.

Interviews with some of the emergency service personnel who attended the crash, including paramedic Kate McDougall and firefighter Craig Gregory, have been released on YouTube as part of the campaign.

Sergeant Jay Hewes, of Hampshire Constabulary, said: "We don't ever want to tell another parent, partner or child, that someone they love is gone, but chances are that before the year is out, we will have to.

"If one person, regardless of their age, sits up and takes notice, this young person will have left a legacy her parents can take some comfort from and those who knew her can be proud of."

Syria: Rebel Prisoners On Their Religious War

Interviewing people who, under different circumstances, might kill you, is a strange experience.

To the soundtrack of multiple rocket launchers and small arms fire, I met six men who the Syrian authorities told us were jihadist rebel fighters captured by the army.

We were in a Ministry of Interior prison near Damascus in an area now close to the front lines.

The men, four Syrian, an Iraqi, and a Turk, said they had indeed been in the jihadist movement fighting President Assad's forces, but now renounced the armed struggle even though they continued to espouse Salafist ideology. All are awaiting court appearances.

Jamil Us Turk, Ahmed al Rabido, Hamid Hassan al Attar, Bahar al Bashah, Ali Hussein and Mahmoud al Ahab said they were happy to be interviewed and had not been badly treated.

At one point I asked the guards to leave, spoke with the men alone and checked them for obvious signs of mistreatment, which were not apparent. Human Rights Watch and Amnesty International both accuse the Syrian regime of routinely torturing prisoners.

As far as I could ascertain, the men were who they said they were. The Turkish man spoke Turkish, the Iraqi had an Iraqi accent, they displayed religious knowledge of the sort taught to those with a Salafist mindset.

Most of the rebel militias are not radical jihadists, but in the last few months there appears to have been a sharp increase in the number of foreign fighters coming to Syria.

The Syrian authorities are keen to promote the view that they are fighting an al Qaeda type force which partially explains why, after much pushing, we were allowed rare access into the jail.

Mahmoud al Ahab, who described himself as a Palestinian Syrian, told me he was in the al Nusra Front which he said was an al Qaeda group. He had sworn an oath of allegiance to al Nursa but now felt this was a mistake.

Ahmed al Rabido, a 48-year-old Syrian, said he was a religious leader, a Mufti, in the Free Syrian Army.

"I joined because I wanted to demolish the secular state... I don't believe in this anymore because the country is being ruined," he said.

Bahar al Basah, 35, another Palestinian Syrian, told me he was influenced by the writings of Abu Qatada, the radical cleric currently under house arrest in the UK.

The men only became animated when I showed a little knowledge of Salafist ideology and brought up the works of Islamists such as the Egyptian Sayyid Qutb.

This led to a question about the future of Syria's minorities such as the Christians. Ahmed, Basah, and Hamid Hassan all agreed - Christians could only live there if they either converted, or paid the 'Jizyah' - a special tax levied on non-Muslims in previous centuries in the Middle East. If not said Bahar, they could be killed.

When asked why, the answer was, to them, quite simple - because the Prophet Mohammed said so. I was then invited to become a Muslim.

The conversation verged on the surreal. There we were talking in a quite friendly manner, with the occasional joke, about killing people because they wouldn't pay the Jizyah, which critics regard as effectively obtaining money through menaces.

The interview ended with Ahmed volunteering that eventually Muslims must reclaim Andalucia in Spain for the Islamic Caliphate.

His logic, that it was justified because Spain used to be under Islam, was somewhat undermined when he went on to say that Islam should move on to bring the UK under its control and indeed, eventually, the whole world.

This was a rare first-hand glimpse into the jihadi mindset.

The men are not representative of the FSA, indeed many militia units are deeply suspicious of the jihadists' aims.

However, it appears that a lot of the best weapons are reaching the jihadist groups, and they are using these to gain influence and territory. 

Even if the rebels overthrow the government, they won't just have a problem dealing with militia from the minority groups, they will have problems with each other.

As the men left to go back to their cells, we shook hands.

Two of them were still trying to convert me, asking me, with a smile, to say the Shahada 'La ilaha il Allah' - there is no God but Allah.

Men like this scare Syria's Christians, Allawites, Shia, Druze, and Kurds, indeed they frighten many of the countries Sunnis, but the war here is now so steeped in blood that compromise seems almost impossible to achieve, and there are now people on both sides who reject compromise out of hand.

The Australian radio station behind the hoax call to the hospital treating the Duchess of Cambridge has a history of controversies.

Sydney-based 2Day FM was given a five-year licence condition to provide increased protection for children after a 14-year-old girl was strapped to a lie detector test on air and pressured to discuss her sex life.

The Australian Communications and Media Authority warned the station after the show in 2009, in which the girl revealed live on air that she was raped at the age of 12.

Despite her protests that she was "scared" and believed the questions were not "fair", the hosts of the Kyle & Jackie-O radio show encouraged both the girl and her mother to discuss whether she was sexually active.

The girl responded: "I've already told you the story of this and don't look at me and smile because it's not funny. Oh, okay. I got raped when I was 12 years old."

The host then replied: "Right. And is that, is that the only experience you've had?"

In a submission to the Australian regulator in 2009, the Law Society of New South Wales Young Lawyers (LSNSWYL) said: "Overall, we believe that the child was exploited and treated cruelly by 2Day FM.

"The broadcast made the exploitation all the more humiliating and public."

In another controversy, the radio station said it had raised 150,000 Australian dollars (about £98,000) for a family who believed they were being given the money to help care for their disabled child.

But when they tried to claim the cash, they were instead given the names of those who had pledged money and were not able to collect more than 50,000 dollars (about £33,000), according to LSNSWYL.

LSNSWYL highlighted a series of "Heartless Hotline" shows which involved exploiting disadvantaged individuals who were offered a prize which could be taken away from them by listeners.

It said the stunts "demonstrated a pattern of behaviour that involves the exploitation of the disadvantaged for the entertainment of others".

In one instance, a mother of five children, four of them disabled, was offered tickets to take her family to the Sydney Royal Easter Show - but only if no other "heartless" listener claimed the tickets within 30 seconds.

In another incident, presenter Kyle Sandilands was suspended for suggesting actress Magda Szubanski, who had recently undergone a high-profile weight loss regime, could lose more weight at a concentration camp. Ms Szubanski's family is originally from Poland.

After the royal prank call earlier this week, 2Day FM said: "2Day FM sincerely apologises for any inconvenience caused by the inquiry to Kate's hospital.

"The radio segment was done with the best intentions and we wish Kate and her family all the best."

Snow Alert: Cold Weather 'Beast' To Hit UK

Britain is facing a weather front dubbed the "Beast from the East" next week - with heavy snow and sub-zero temperatures.

Temperatures could plummet as low as -6C around London as icy winds blow in over the eastern coast.

Forecasters are also predicting "lots of snow" from Monday - that could "obliterate" East Anglia and spread to southeastern areas.

By Tuesday and Wednesday there could be significant accumulation of snow along much of the eastern side of Britain.

Sky News weather presenter Jo Wheeler said snow which settled in the east tended to stay for longer.

"People should prepare for the cold weather and allow more time to get to work," Jo said.

"The snow could cause considerable disruption because of the accumulation in populated areas," she added.

Overnight frosts will continue throughout next week, with increasingly wintry showers turning from sleet into snow.

There were early reports of snowfall in Luton this morning.

Snow is continuing to fall on higher ground across Scotland, but will struggle to settle after sleet showers.

Weather warnings have been issued for Scotland and north-east England as ice is likely to form on untreated surfaces following rainfall.

Overnight the wind will ease and skies will clear, and temperatures will be close to freezing in most places.

A cold and frosty start is expected for the weekend, with plenty of sunshine in the south.

Max Clifford: 'Nothing To Hide' Over Sex Claims

Max Clifford has said he will try to continue to lead a normal life after being arrested over allegations of sexual offences he called "totally untrue".

The publicist was released on bail on Thursday after being detained at his Surrey home by officers from Operation Yewtree, the investigation set up in the wake of the Jimmy Savile abuse scandal.

Clifford, 69, was held on suspicion of historic sex offences and taken to Belgravia police station in central London for questioning.

Speaking to reporters as he left his house today, Clifford said the allegations "are totally without any foundation and are totally untrue".

He said he had "absolutely nothing to hide" over the claims he believed dated from 1977 and a few years afterwards.

He went on: "I'll be working as I normally do - so trying to make things as normal as I possibly can in the circumstances."

Clifford said it had been "a horrible experience but you have to face up to these things".

He continued: "The police have got to look into it (the allegations). That's what they have to do and obviously I have to answer their questions and hopefully show clearly and conclusively to them and everybody else that there's absolutely no truth in it at all."

Speaking outside the police station on Thursday night, he said: "Anyone who really knew me all those years ago and those who have known me since will have no doubt that I would never act in the way that I have today been accused."

Officers said he was bailed to appear at a later date but refused to give any further details.

A Scotland Yard spokesman said on Thursday: "The individual (held today) falls under the strand of the investigation we have termed 'others'. We are not prepared to discuss further."

Police working on Operation Yewtree have said they were looking at three categories of offences; those allegedly committed by Savile alone, those allegedly committed by Savile and others, and alleged offences by others.

Clifford is the fifth suspect to be arrested - and the sixth person to be questioned - in connection with the Yewtree operation, which has already cost around £2m and involves a team of 30 officers.

Among those arrested have been former pop star Gary Glitter, comedian Freddie Starr, DJ Dave Lee Travis and a man in his 70s, reported to be former television producer Wilfred De'Ath.

Japan Earthquake: Tsunami Wave Hits City

A one-metre high tsunami wave has struck the city of Ishinomaki in northeastern Japan after a strong earthquake off the coast.

Buildings shook as far away as Tokyo following the tremor which took place in the Pacific Ocean at a depth of 23 miles, with the epicentre 285 miles from the capital.

Japan's NHK television urged people in coastal areas likely to be affected to head to safety.

"If you are in the tsunami warning area, hurry and escape," the broadcaster warned.

"Escape to a high area as fast as you can. If there is no high area, move to a tall building, or escape as far away from the coast as possible. Do not stop. Do not go back."

Ishinomaki resident Chikako Iwai said: "I was in the centre of the city the very moment the earthquake struck.

"I immediately jumped into the car and started running away towards the mountains. I'm still hiding inside the car. I'm planning to stay here for the next couple of hours."

The earthquake had a preliminary magnitude of 7.3, the US Geological Survey said.

The tsunami it triggered hit Ishinomaki in Miyagi Prefecture, which was struck by a devastating earthquake and tsunami on March 11, 2011.

That quake led to fuel-rod meltdowns at the Fukushima nuclear plant, causing radiation leakage, contamination of food and water and mass evacuations in the world's worst nuclear crisis since Chernobyl in 1986.

Workers at the site were moved to safe positions at the plant shortly after Tokyo Electric Power Co, the operator, said there were no irregularities at its nuclear plants after the latest quake.

Trains in Miyagi prefecture were halted and Sendai airport, which was flooded by the tsunami last year, closed its runway.

There were no reports of deaths or serious damage, although five people were reportedly slightly injured.

All tsunami warnings for the area have now been lifted.

Rescue Dogs Taught How To Drive A Car

Three rescue dogs in New Zealand have been taught how to drive a car.

Monty, Porter and Ginny have learned the skills to prove how intelligent dogs can be, in an attempt to encourage more potential owners to come forward.

The drive for publicity by the Society for the Prevention of Cruelty to Animals saw the four-legged friends spend weeks getting to grips with four wheels.

The dogs, a giant schnauzer, a whippet cross and a beardie cross can change gear, steer and brake.

They sit in a driving position on their haunches responding to instructions called out from the dog behaviour experts.

Animal trainer Mark Vette and his team began training the animals using a mock vehicle before introducing them to a real car - a Mini especially adapted for paws.

He said: "We chain behaviours together ... in this case we've got 10 behaviours we're putting together. Then you put them into a sequence. It's a lot to do, and for the dog to actually start to get an idea of what actually is happening takes quite a long time.

"So we'll start the car, get into position, brake on, gear in place, back onto the steering wheel, accelerator, take off and hoon (=drive fast) along the straight and then stop," said Mr Vette.

However, the animal trainer says things did not always go smoothly when the dogs got into the real car.

"A couple of days ago the car was going too fast, the trainer nearly got run over," he said.

Now the animals can start a car, accelerate and steer they are scheduled to show off their skills on live TV in New Zealand next week.

For the final test the dogs will also have to brake as they are driving along a narrow lane.

Trainers are hoping they won't become too distracted driving past any lamp posts.

Pregnant Kate: Duchess Is Out Of Hospital

The Duchess of Cambridge has been discharged from hospital after a stay of three days for treatment for severe morning sickness.

Kate, who is less than 12 weeks pregnant, left King Edward VII Hospital with Prince William and was taken to Kensington Palace to rest.

A pale, but relaxed looking Duchess, wrapped up against the cold in a coat and scarf, emerged from the building carrying a bouquet of yellow flowers.

She gave a brief smile to the waiting press before being driven away with the Duke of Cambridge by her side.

Kate was receiving treatment for hyperemesis gravidarum - a rare condition which causes severe vomiting during pregnancy and can cause dehydration, weight loss and a build-up of toxins in the blood or urine called ketosis.

She was admitted to the central London private hospital on Monday after developing the condition.

Her discharge comes the day after it emerged two Australian radio DJs managed to trick hospital staff treating the Duchess into revealing detailed information about her condition.

Sydney's 2Day FM presenters, Mel Craig and Michael Christian, impersonated the Queen and the Prince of Wales to dupe staff.

They, and the radio station, have since apologised for the prank call.

However, Christian has been promoting their stunt on Twitter telling followers in a tweet: "Still haven't heard the #RoyalPrank that has the world talking? Listen to it here..."

The hospital has said it "deplores" the stunt and is reviewing procedures.

In a brief statement, St James's Palace said: "Their Royal Highnesses would like to thank the staff at the hospital for the care and treatment the Duchess has received."

Kate's sister Pippa and her brother James spent an hour visiting her at the hospital on Wednesday, while the Duchess' parents Carole and Michael Middleton are thought to have visited their daughter on Tuesday.

There has been no announcement about when the baby is due, who will be third in line to the British throne after William and his father Charles.

The new royal will be the first great grand child of a serving monarch, in direct succession, in almost 120 years.

There has been speculation that Kate could be carrying twins, as the acute sickness she is suffering from is more common in such pregnancies.

Starbucks Tax Row: £10m Climbdown

Starbucks has announced it is now planning to pay more corporation tax than it is obliged to, amid the row over contributions from big foreign multi-national firms.

The company's UK Managing Director Kris Engskov said: "Having listened to customers and to the British public, Starbucks in the UK will be making changes which will result in the company paying higher corporation tax in the UK - above what is currently required by law.

"Specifically, in 2013 and 2014 Starbucks will not claim tax deductions for royalties or payments related to our intercompany charges."

A company statement continued: "In addition, he is announcing a commitment that Starbucks will propose to pay a significant amount of corporation tax in the UK during 2013 and 2014 regardless of whether our company is profitable during these years."

Starbucks estimates its changes will cost the firm an estimated £10m in extra tax annually over the next two years and has said it hasn't made profits in the UK.

In its 14 years since arriving in the UK, the chain has paid just £8.6m in corporation tax despite taking billions of pounds in revenue from its shops which now number more than 750.

The low bill has been explained by the practise of transfer pricing, which involves charges being made by companies in the same group based in different jurisdictions, with the effect of depressing profits in the higher-tax jurisdiction.

In Starbucks' case, that relates to the royalty fee paid to a sister company in the Netherlands for the right to use its brand and coffee recipe.

While Starbucks' previous tax arrangements were legal, its actions were called into question amid a wider debate about tax avoidance which has also engulfed the likes of Amazon and Google.

The companies were accused of "immorally" minimising UK tax bills in a damning report by the Public Accounts Committee of MPs.

The firm has argued that its UK operations already inject £300m into the UK economy annually.

Mr Engskov added in a speech to business leaders: "There is no doubt that tax has become an important subject of debate over the past several weeks and I think it's important to share that the emotion of the issue has taken us a bit by surprise.

"Since we started doing business here, we have always organised our tax affairs according to the letter of the law - always.

"We have used existing and agreed-upon measures to pay what is expected of us, but not more - just as most companies do and I am sure many of the people here today run their businesses in similar ways."

But in his remarks to the London Chamber of Commerce he admitted: "With the backdrop of these difficult times, in the area of tax, our customers clearly expect us to do more."

Max Clifford Arrested By Savile Detectives

Publicist Max Clifford has been arrested by police investigating sexual abuse claims against Jimmy Savile, it has emerged.

The 69-year-old is being held by detectives working on Operation Yewtree, a probe into historic sex offences.

Clifford is the sixth person to be questioned as part of the Metropolitan Police investigation. Scotland Yard has not named the man it revealed it had arrested as part of the operation shortly after 7.30am.

But Sky sources understand it to be 'super agent' Clifford, who is being held at a central London police station.

Sky's Crime Correspondent Martin Brunt said: "He is, as we speak, being questioned by detectives."

Police working on Operation Yewtree had said they were looking at three categories of offences; those allegedly committed by Savile alone, those allegedly committed by Savile and "others", and alleged offences by "others".

Brunt added: "Max Clifford falls within that group of allegations that pertain to others."

Girl, Four, Dies After Level Crossing Crash

A four-year-old girl who was injured when the car she was travelling in collided with a train at a level crossing has died in hospital.

Emma Lifsey had been airlifted to Sheffield Children's Hospital after the incident in Nottinghamshire on Tuesday.

A British Transport Police spokesman said "she was sadly pronounced dead in the early hours Wednesday".

The other person injured in the crash, a 67-year-old woman who was driving the car, remains in hospital and is in stable condition.

The girl's parents, Mark and Zoe Lifsey, said in a statement: "Emma meant the world to us. She was our much-loved daughter and a baby sister to her 11-year-old brother Jack.

"We are still trying to come to terms with the terrible incident on Tuesday afternoon and there are no words that can properly express how utterly distraught we are."

The couple said they were thankful for the support received in the aftermath of the incident, but sought privacy at a time of grief.

They added: "This tragic incident has left us shocked and devastated and we would ask that we can be left to grieve in private at this acutely difficult and sad time for us."

The woman travelling in the car, a black Volvo, sustained serious neck injuries and bruising.

Police were investigating the accident, and said they would talk to any witnesses while experts examine evidence from the scene and the car.

The train, a Lincoln to Doncaster service, was damaged but remained upright and on the tracks. No injuries have been reported among passengers or staff onboard.

Speaking at the scene on Tuesday, Inspector Andy Selby of the British Transport Police declined to comment on whether the barriers and lights at the unmanned crossing were working correctly.

Weather: Flights Delayed After Snow In London

The first snow of winter has fallen across London and the Home Counties, causing delays to flights and rail services.

A thin blanket of snow fell in the early hours, causing the temporary closure of Stansted Airport from 6am. It re-opened just over two hours later but departures are delayed.

Meanwhile Network Rail reported delays across southern England, while London Underground and Overground services were affected.

Delays of up to 90 minutes were reported between Reading and London Waterloo, due to fewer trains running.

No trains were able to run between Watford Junction in Hertfordshire and Harrow and Wealdstone in North West London, while snow caused disruption between London and Reading in Berkshire.

Trains were unable to run between Barnes and Hounslow via Brentford in West London, while there were delays between London and Ashford International in Kent.

In London, there were delays on the London Overground, and the Metropolitan, Central and Bakerloo Tube lines, while a faulty train led to delays on the Victoria line.

Most of the snow did not settle and had melted away by mid-morning.

Sky News weather presenter Isobel Lang said: "This is the first real snowfall across London this winter, and it's happening right in the middle of the morning rush hour.

"However it won't be around for long, and will melt quickly in the sunshine."

Wales, the Midlands, northern England and the rest of South West England will have a cold day with the risk of ice.

One of Manchester Airport's two runways was closed due to icy conditions, but later re-opened.

Aberdeen airport said there was snow overnight and there could be delays to flights.

Ireland and Scotland are also experiencing a cold start with ice first thing and some snow showers across northern and eastern Scotland.

On Thursday the snow risk is likely to extend south into the Lake District and Pennine areas bringing the risk of disruption across higher routes during the morning before it turns back to rain and continues to spread southeast across the rest of England and Wales.

This weekend – two of the biggest shopping days of the year – will be crisp and dry.

Autumn Statement: The Key Points At A Glance

The main measures and forecasts from the Chancellor George Osborne as they are announced in his Autumn Statement:

Autumn Statement: Fuel Duty Hike Is Scrapped

Fuel duty is to be frozen, benefits squeezed and Whitehall spending slashed in a bid to revive Britain's flagging economy, George Osborne has announced.

The Chancellor, in his mini-Budget, revealed that he is scrapping the planned 3p hike in fuel duty set for January and will also postpone April's rise.

The move is aimed at releasing some pressure on struggling workers and families, but it was a rare piece of good news in an otherwise bleak Autumn Statement.

Mr Osborne warned there are no "miracle cures" for the economy as he admitted austerity will now have to last up to 2018, well into the next parliament.

He was also forced to concede that the Government is set to miss its target of reducing debt by 2015 and that slashing the deficit will take longer.

And he revealed that the Office of Budget Responsibility (OBR) is now predicting the economy will shrink by 0.1% this year compared to a previous forecast for 0.8% growth.

To raise extra cash, benefits and tax thresholds will only rise by 1% - a below-inflation increase - although pensions and disability allowances will be exempt.

As anticipated, the pension pots of top earners are also targeted, with their relief falling from £50,000-a-year to £40,000 and from £1.5m to £1.25m over a lifetime.

Meanwhile, HM Revenue & Customs will receive a £77m boost to help crack down on people and businesses dodging tax.

Despite the dire state of the economy, Mr Osborne - who has now been Chancellor for two-and-a-half years - is refusing to change course.

He insisted that turning back from his programme of drastic cuts would be a "disaster" for the country.

Taking on his critics, he declared that he was "confronting the country's problems, instead of ducking them" as he sought to show "we're all in this together".

"It's a hard road, but we are getting there. Britain is on the right track and turning back now would be a disaster," he said.

"People know there are no quick fixes... but they want to know that we are making progress. It's taking time, but the British economy is healing."

Sticking to his theme, he later added: "We cannot relax our efforts. Britain is heading in the right direction. The road is hard but we are making progress."

Mr Osborne told MPs that the Government was still on course to eliminate the structural deficit, according to estimates by the OBR.

But the watchdog does expect that the coalition will miss the second key target of having public sector debt falling as a proportion of gross domestic product by 2015-16.

The Chancellor's hands are largely tied because of weaker than expected economic growth and high borrowing.

He has been battling to regain the upper hand since his much-criticised Budget in March but the state of the economy has left him with very little room for manoeuvre.

Shadow chancellor Ed Balls claimed that the coalition's economy strategy had been "completely derailed" and that they have failed their own key test.

Half way into this parliament, the country could now see "the true scale of this Government's economic failure", he said.

The Duke of Cambridge has returned to his pregnant wife's bedside as she continues her hospital treatment for severe morning sickness.

Kate was admitted to King Edward VII Hospital in central London on Monday where she is likely to remain for the next few days.

Prince William headed in ignoring the massed ranks of the world's media on the pavement outside.

Presenters and crews from TV networks in America and elsewhere have set up camp since the couple's news was announced on Monday.

It is understood the rest of the royal family were told about the pregnancy only a few hours before the rest of the world.

The Queen, the Duke of Edinburgh, the Prince of Wales, the Duchess of Cornwall, Prince Harry - and Kate's family - are said to be "delighted".

The child will be third in line to the throne, whether it is a boy or girl, after Prince Charles and Prince William.

The Prime Minister was among the first to congratulate the royal couple on Twitter. "I'm delighted ... They will make wonderful parents," David Cameron said.

Deputy Prime Minister and Lib Dem leader Nick Clegg tweeted: "... a perfect way to round off the Queen's Diamond Jubilee year."

Labour leader Ed Miliband tweeted: "A royal baby is something the whole nation will celebrate."

Julia Gillard, prime minister of Australia, called it "delightful news" and Jay Carney, press secretary to US president Barack Obama, said: "On behalf of everyone here in the White House, beginning with the President and the First Lady, we extend our congratulations ..."

Thomas Misrachi, a journalist with BFM TV in France, is among the media throng outside the hospital. On Monday he immediately booked the Eurostar from Paris.

He told Sky News: "Their wedding was huge news in France and news of a baby is just the same.

"Your royal family still has a certain magic - it is unusual for us because we don't have a royal family."

St James's Palace would not say when the royal couple became aware of the pregnancy - only that it was "recently".

It is understood that the pregnancy has not passed the 12-week point and the announcement was prompted by the Duchess's medical condition.

It was reported that the Queen's former gynaecologist Marcus Setchell, who delivered the Countess of Wessex's two children, is treating her.

Kate is suffering from hyperemesis gravidarum, a rare condition which causes severe vomiting during pregnancy and can cause dehydration, weight loss and a build-up of toxins in the blood or urine called ketosis.

News that Kate's condition may indicate she is carrying twins has prompted bookmaker William Hill to cut the price of the royal couple having two babies from 33/1 to 25/1 following a number of bets overnight.

The Duchess' engagements this week have all been cancelled, said St James' Palace.

Kate and William were married at Westminster Abbey on April 29, 2011.

Cancer Patient Taken From Hospital By Mother

Fears are mounting for an 11-year-old girl with leukaemia and a heart catheter who was removed from a Phoenix hospital by her parents.

The child, Emily, had been receiving chemotherapy up until last week after an infection forced doctors to amputate her right arm and insert a catheter in her heart.

The device was due to be taken out when her mother unexpectedly changed her clothes and walked her out of the hospital last Wednesday night.

Police have said if the catheter is left in too long, it could lead to serious complications.

"If she contracts an infection, it really could just be a matter of days that could result in the young girl's death," Sgt Steve Martos said. "It's pretty serious."

The authorities had been held back initially by US health privacy laws that kept them from releasing the parents' names.

But police said on Monday that the US Border Patrol stopped the girl's father, Luis Bracamontes, 46, as he crossed into Arizona from Mexico over the weekend.

But he provided no clues to the girl's whereabouts and denied having any involvement in removing her from the hospital.

Police also released his wife's name, Norma Bracamontes, 35.

Neither parent is charged with a crime yet, but authorities want the child brought back to the hospital before it is too late.

The girl's father is a Mexican citizen with US residency. Emily and her mother are US citizens.

Authorities speculated they might have been concerned about paying the hospital bill.

Autumn Statement: £5bn Investment Boost

Deeper cuts in some Whitehall budgets are to be used to fund an extra £5bn investment in schools and other capital projects.

Government departments will be expected to cut day-to-day spending by 1% (£950m) in 2013/14 and 2% (£2.5bn) in 2014/15.

But health, schools, international aid, HM Revenue and Customs and nuclear decommissioning will all be protected.

The new investment will target transport, skills, science and education, with an extra £1bn for new schools.

The cuts apply directly to England only but there will be knock-on effects for Scotland, Wales and Northern Ireland under the complicated formula which determines UK funding.

The Treasury said the investment would help Britain prepare for the future and compete globally.

Local authorities will be exempt from cuts in the first year because they are already having to cut back to deliver a council tax freeze but they will have to meet the later target.

Meanwhile, the Ministry of Defence will have more flexibility to roll over its underspend to help ease pressure on their budget.

The move was unveiled ahead of Wednesday's Autumn Statement and as Chancellor George Osborne is under intense pressure over his economic plans.

It has already emerged that the heavily criticised Private Finance Initiative is to be overhauled in a bid to boost the economy.

Mr Osborne will include plans for a "faster and more transparent" system of private funding for public infrastructure projects in his mini-budget.

It is understood that safeguards will be built into the system to make sure the costs and risks to the taxpayer are minimised.

These will include limits on the type of services, such as maintenance, that can be incorporated into contracts and more flexible terms allowing the state to opt out.

Existing PFI schemes have been attacked for their generosity to private contractors, with one hospital reported to have been charged £333 by a firm to change a lightbulb.

The taxpayer will also take a minority shareholding in the delivery companies to ensure a share in any profits and allow closer oversight.

Some previous projects have taken up to five years but a new, strict 18-month limit will be imposed on the procurement process and cash reallocated if the deadline is missed.

Efforts will also be made to make the scheme more attractive to long-term investors like pension funds in a bid to reduce the amount of debt involved in the financing.

The reforms will promise more transparency over future liabilities facing the taxpayer, placing a cap on the total charges controversially going "off balance sheet".

The new system is expected to be named Private Finance 2 (PF2).

Mr Osborne ordered a review of what he said was the "discredited" PFI system last year and will claim up to £2.5bn savings have been identified in existing contracts.

Set up under John Major's government in 1992, PFI was expanded dramatically under Labour and has been continued under the present coalition administration.

It allows private firms to build, operate and maintain public facilities like hospitals, schools and courthouses under contracts lasting as long as 35 years.

But it has faced harsh criticism over escalating costs, inefficiency and "perverse incentives" to use it over more cost-effective funding methods.

More than £267bn is due to private firms in repayments over the coming years and MPs recently called for the liabilities to be recorded in the national accounts.

Among the first projects to be put out to firms under the new process is expected to be the recently announced £1.75bn school repair programme.

A review of 100 existing contracts to run schools and other government buildings has found £1.5bn in savings over the past 18 months with another £1bn identified in future savings, Mr Osborne is expected to tell MPs.

The bulk - £630m - came from bringing services in-house or ending them and £615m from renting out buildings, increasing occupancy and using more energy-efficient equipment.

Another £140m was shaved off by ending the "gold plating" of services - such as firms charging for washing windows more often than required.

This week's mini-budget is expected to deliver bleak news for welfare claimants as well as the wealthy in the form of a possible benefit freeze and big cuts to pension tax relief.

Economists also expect Mr Osborne to make an embarrassing climbdown over one of his key goals - to have debt falling as a share of national income by 2015/16.

He conceded at the weekend that it was "clearly taking longer to deal with Britain's debts, it's clearly taking longer to recover from the financial crisis than one would have hoped".

On the eve of the statement, the British Chambers of Commerce (BCC) became the latest respected body to slash growth forecasts.

It now expects the economy to grow 1.2% in 2013 and 1.8% in 2014, compared with previous estimates of 1.2% and 2.2% respectively.

The organisation demanded a "laser-like focus" from the Chancellor on growth-boosting measures such as delivering key infrastructure projects and creating a business bank.

Dutch Linesman Death: Teens To Be Charged

Dutch prosecutors say they will charge three teenagers with manslaughter for allegedly taking part in an attack on a linesman over a youth football match.

The volunteer linesman, Richard Nieuwenhuizen, died in hospital on Monday, a day after he was beaten and kicked by players from Amsterdam team Nieuw Sloten.

Mr Nieuwenhuizen's own son had been playing in the game, which was held in the town of Almere.

Prosecutors said the three males, two 15 and one 16, would be arraigned on Thursday on charges of manslaughter, assault and public violence. Their identities were not released.

Mr Nieuwenhuizen's team, Buitenboys, has not announced the exact cause of death, but Dutch TV station RTL said he had brain damage.

Mr Nieuwenhuizen left after Sunday's match and was not aware anything was wrong. He returned to his club later that night and collapsed.

"You can't believe this could happen. That kids of 15 or 16 are playing football, you come to watch and see something like that," said Buitenboys chairman Marcel Oost.

"He did it every week. He enjoyed doing it. He was a real football man - he was always here."

FIFA president Sepp Blatter said in a statement he was "deeply shocked" by Mr Nieuwenhuizen's death.

Dutch sports minister Edith Schippers said: "It is absolutely terrible that something like this can happen on a Dutch sports field."      

Parents and other volunteers regularly referee and officiate at sports matches involving their children in the Netherlands, where youth football and hockey is popular and well-organised.

Anton Binnenmars, of the Royal Netherlands Football Association, said: "It is too crazy for words that somebody involved in a sporting hobby becomes a victim of this kind of aggression."

Police said they would not rule out arresting more suspects.

Nieuw Sloten said in a statement on its website it has banned the players involved and pulled their team out of the league. Such incidents "do not belong on a football field", the statement added.

The Dutch FA said all Nieuw Sloten's matches next weekend had been cancelled at the club's request.

The attack in Almere was even discussed at a news conference in Spain on the eve of Ajax's Champions League match against Real Madrid.

"You can't imagine it happening," said Ajax coach Frank de Boer. "That boys of 15, 16 years short circuit like that. You wonder about the parenting ... this is too ridiculous for words."

The death is almost exactly a year since a Dutch amateur footballer fatally kicked a 77-year-old supporter following a match.

Dolphin Bites Girl At SeaWorld Theme Park

An eight-year-old girl has had a lucky escape after a dolphin she was feeding bit her at a US theme park.

Jillian Thomas was holding out fish to feed to dolphins at Orlando's SeaWorld when she got an unexpected surprise.

While she was feeding the usually friendly mammals, a dolphin lunges at her and nips her hand. 

The girl, whose parents posted the video on YouTube to make other people aware of the dangers, suffered three small puncture wounds.

Jillian's father, Jamie Thomas, told local media the family were angry at the theme park for not warning them of the dangers of dolphin feeding.

"We felt powerless," he said.

"We thought, look, we've got this video, let's make it public, and let's try to put some pressure on SeaWorld to make some changes."

A SeaWorld statement said: "Nothing is more important to us than the health and safety of our guests employees and animals.

"Educators and animal care staff are always on-site at this area monitoring all interactions and are committed to guest safety."

Winter Weather As Snow Hits Northern UK

Snow is continuing to fall across the north of the UK, with up to 10cm settling across the high mountains overnight.

Glasgow and Edinburgh have seen up to 5cm fall overnight, with up to 4cm settling in Teesside and County Durham.

The mountains in Cumbria, Northumbria and parts of Scotland have been decorated with a blanket of 10cm of snow.

Sky's weather presenter Isobel Lang said: "Winter started on December 1 and the weather has become more seasonal.

"In fact it looks set to stay that way with a continued threat of frost, ice and snow.

"Even looking ahead towards Christmas the rather cold and wintry story continues."

And the rest of this week is bound to be frosty, said Lang.

"On Tuesday colder north winds will bring in more widespread snow showers across northern and eastern Scotland, with these spreading across hillier parts of eastern England on Wednesday," she said.

"During Thursday another Atlantic frontal system is set to sweep east bringing in more persistent rain, preceded again by a period of snow."

Further south, including Lincolnshire and Yorkshire, escaped the snowfall but were greeted with rain and very cold temperatures instead.

Eastern England shivered in temperatures dipping to -4C and it dropped to -7C in western Scotland.

But hasn't been cold all over Britain - areas of Cornwall and west Wales enjoyed far warmer highs of 11C.

The extreme weather in parts of the UK caused signal failures on transport, meaning delays for passengers on Sunday.

The big chill comes just days after severe flooding hit Britain, from which many areas are still recovering.

M1 Crash: Two Men Killed And Motorway Closed

Two men have been killed in a crash on the M1 which forced the closure of a section of the motorway.

The collision between two black BMW cars happened shortly before 2.40am on the southbound carriageway between junctions four and five, near Watford in Hertfordshire.

One of the drivers and his front seat passenger were killed, while another two men travelling in the same car were taken to St Mary's Hospital in Paddington, central London, with "serious injuries", a Hertfordshire Police spokeswoman said.

Two men who were in the other BMW are being treated in Watford General Hospital, although their injuries are not thought to be life-threatening, she added.

An investigation is now under way to determine the cause of the crash, which resulted in the closure of five junctions of the motorway in both directions.

The northbound carriageway has since reopened but southbound between junctions four and five - Edgware to Watford - is expected to remain closed until at least mid-morning.

Drivers have been advised to use the A1, A40 or M40.

Apartheid Risk Looms On Settlements

Avenues of palm trees. Air conditioned shopping malls. European coffee shops humming with chatter in Russian, French, English - and Hebrew. This could be California.

It isn't. It's the vanguard of Israel's permanent occupation of parts of the West Bank.

Maale Adumim, a Jewish settlement which cascades down the hillsides of the Judean Desert towards the Dead Sea, is illegal under international law.

That detail has not stopped Israel from building homes for some 500,000 Jews in settlements on Palestinian land captured in 1967.

The accelerating pace of settlement construction grew into an international controversy over the weekend following revelations that Israel planned to build a new town in an area known as E1.

The area, currently a forest park on the eastern edge of Jerusalem behind the Mount of Olives, would seal the Holy City off from the rest of the Palestinian areas of the West Bank.

Joined with Maale Adumim, it would also cut the West Bank in half.

In the words of UN Secretary General Ban Ki-moon, the construction of a settlement at E1 would be "fatal" to peace talks between the Israelis and the Palestinians.

A quick look at any of the maps produced by Israeli campaigners against the settlements reveals just how far Israel is already planning to go with this scheme to chop the West Bank in two.

The planned extent of the separation wall that cuts through the West Bank and was built to protect Israel from terror attacks, would fence a vast tract of land far bigger than E1 or Maale Adumim into Israeli-held territory.

But a wall can be pulled down. A settlement is a fact on the ground.

One as big as Maale Adumim or E1 is for all practical purposes beyond negotiation.

Once built, it is Israel - and no future government of the Jewish state is likely to say otherwise.

Israel had promised its ally the United States that it would not go ahead with E1 plans.

Washington took this undertaking at face value, and then received a slap to the face when Israel announced that it was considering opening the settlement area up again, along with 3,000 other Jewish homes in Arab East Jerusalem.

The US had been one of only nine countries to vote against a UN motion to admit Palestine to the body with non-member observe state status last week.

Hillary Clinton, the US Secretary of State, and William Hague, her British equivalent, have both condemned the Israeli plans for E1.

On Monday Daniel Taub, the Israeli ambassador to London, was summoned by Alistair Burt, the Foreign Office Minister, for a warning.

Among the sanctions being considered if Israel does not drop its E1 plans are withdrawing the British ambassador to Israel -  at least for a short time - and asking the European Union to reconsider trade agreements with Israel which give it access to European markets.

The international view is simple.

The chances of a two-state solution to the long-running conflict, which means an independent Palestine, are fast dwindling because Israel is chewing up so much Palestinian land so quickly that a viable state cannot be established.

Israel rejects this and demands that the Palestinians return to peace talks without conditions, which so far include the demand that Israel stops building settlements.

This impasse means that, in the view of many Europeans, Israel must freeze settlement building or face international censure.

The drift of opinion, even among staunch allies of Israel such as the UK, is not in Israel's favour.

Not least because no-one quite knows what looms on the horizon.

If there is no two-state solution, does this mean that there can be a single-state solution? In a Jewish state, what place would there be for the Palestinians?

Few, outside the Israeli left, will say the word but the implication is there: a single state could usher in an apartheid state.

Afghanistan: Taliban Suicide Bombers Hit US Base

Taliban suicide bombers have attacked a US base in Afghanistan, killing at least five people, and sparking a two-hour battle with American forces.

Militants drove two vehicles packed with explosives at the gates of Jalalabad Airfield before American helicopters fired on the attackers.

A guard said that after the initial explosion the airport had come under fire from rocket-propelled grenades, mortars and small arms.

According to an Afghan security official, three Afghan guards were killed in the fighting along with two university students who were caught up in the battle.

A number of Nato's International Security Assistance Force (Isaf) troops were wounded.

A local police official said nine militants were involved in the raid, three were killed by the car explosion and the remaining six were gunned down in the fire-fight that followed.

Lt Col Hagen Messer, a spokesman for Isaf, said:  "We can confirm insurgents, including multiple suicide bombers, attacked Jalalabad Airfield this morning. None of the attackers succeeded in breaching the perimeter.

"The final assessment of what happened this morning is not yet complete, but initial reports indicate there were three suicide bombers,"

A Taliban spokesman, Zabiullah Mujahid, claimed responsibility for the attack on Sunday morning.

On its website, the Taliban said: "First a fedayee (suicide bomber) mujahid ... detonated a car bomb causing the enemy heavy casualties and losses and removed all the barriers.

"After the attack other fedayee mujahids entered the base ... and started attacking the invading forces in the base."

The airport complex has multiple layers of security, with the Nato base set well back from the first entrance.

A senior Afghan security official said: "First there was a car bombing next to the entrance followed by gun attack by the insurgents.

"They couldn't reach Nato forces and they were killed in the area between the first and second gates."

It was the largest clash at the Jalalabad air base since February, when a suicide car bombing at the gate triggered an explosion that killed nine Afghans, six of them civilians.

The attack highlights the problems facing the coalition forces ahead of the pull-out of more than 100,000 Nato troops in 2014.

The country's president, Hamid Karzai, insists that Afghan security forces have made good progress and will be able to control the country when the troops leave.

However, there are concerns that the Taliban has managed to survive more than a decade of fighting and will stage a surge once foreign forces leave.

Japan Tunnel Collapse: Five People Dead

Police say at least five people have died after being trapped inside their burning vehicle in a highway tunnel that collapsed in Japan.

The Sasago tunnel on the busy Chuo Expressway, about 50 miles (80 km) west of Tokyo, caved in just after 8am local time.

CCTV footage from inside the tunnel shows large sections of the roof lying across the road. 

Several cars are understood to have been crushed and a fire in the tunnel has complicated the rescue effort.

Motorists described narrow escapes from falling debris, and a long walk through the darkness after abandoning their cars.

"When I was driving in the tunnel, concrete pieces fell down suddenly from the ceiling," a man in his 30s told public broadcaster NHK.

"I saw a crushed car catching fire. I left my car and walked for about an hour to get out of the tunnel."

Aerial footage showed black smoke billowing from the 2.8-mile (4.7-km) tunnel in Yamanashi prefecture.

The fire was extinguished about 11am local time but the rescue and recovery operation has been delayed by concerns that there could be further collapses.

The cause of the collapse is not yet clear. There are no reports of earthquakes in the region though there is a suggestion that a landslide could have contributed to the incident.

Given the frequency of earthquakes in the region, the authorities will have access to rescue equipment which will prove useful for this sort of operation.

NHK reporter Yoshio Goto, caught in Sunday's accident, hit the accelerator and managed to drive out.

"But it was a bit too late and pieces of ceiling fell on my car. I kept pressing the pedal and managed to get out," he said.

"Then when I looked around, I saw half of the car ceiling was crushed."

It was the worst such accident in Japan since 1996, when a tunnel collapsed and falling rocks crushed cars and a bus, killing 20 people.

Starbucks Tax Backlash: Firm Pledges Action

Starbucks has announced it is reviewing its tax affairs after a public backlash over the low amount of tax the US company pays in the UK.

The Seattle-based company reportedly paid just £8.6m in corporation tax in 14 years of trading in Britain.

It recently revealed it paid no corporation tax for the past three years, despite sales of £1.2bn in the UK.

Now, the coffee chain has revealed it is in talks with Her Majesty's Revenue and Customs (HMRC) and the Treasury over its tax affairs as part of a bid to "build public trust".

"Starbucks is committed to the UK for the long term and we have invested more than £200m in our UK business over the past 12 years," the statement said.

"Starbucks has complied with all the tax laws in this country but has regretfully not been as profitable as we would have liked.

"We have listened to feedback from our customers and employees, and understand that to maintain and further build public trust we need to do more.

"As part of this we are looking at our tax approach in the UK.

"The company has been in discussions with HMRC for some time and is also in talks with the Treasury."

The firm is one of many multinationals to have the amount of tax they pay in the UK put under the spotlight.

Chancellor George Osborne is set to address the issue in his Autumn Statement on December 5.

On Sunday Mr Osborne announced extra investment to help clamp down on the multinational companies' tax avoidance.

Last month, the Commons Public Accounts Committee (PAC), which is charged with monitoring government financial affairs, questioned senior executives from Starbucks, Google and Amazon on why they pay so little tax in the UK while racking up millions of pounds' worth of sales.

"I assure you we are not making money," Troy Alstead, the chief financial officer of Starbucks, told the committee.

"It's very unfortunate. We're not at all pleased about our financial performance here. It's fundamentally true everything we are saying and everything we have said historically."

His comments came despite operating more than 700 UK stores and employing nearly 8,500 people, along with plans to employ another 6,000 staff and open 300 outlets.

Companies are able to sidestep the taxman legally by conducting different operations in different countries, and constructing complex global frameworks that allow them to move money through offshore subsidiaries and locations.

George Osborne Takes On The Tax Avoiders

Little Christmas Cheer From Osborne

Borrowing costs up, growth forecasts down. Little wonder, then, that George Osborne's Autumn Statement will look more like January's credit card bills than Santa's stocking.

And there's a rare degree of unanimity across Fleet Street about what form the nasty fiscal news will take.

This seems to point to behind-the-scenes briefings of a kind Lord Leveson would like to outlaw.

But for now it's everywhere.

The expectation is that George Osborne will announce tax rises on the pension pots of the wealthiest AND a freeze on many benefits.

It's also predicted there'll be a lowering of the annual limit of tax relief on pension contributions from £50,000 to £30,000. Alongside this, it seems, we can expect a freeze on out-of-work benefits.

However, any form of mansion tax - or splitting council tax bands - is likely to be ruled out. That's a battle the Lib Dems have lost.

A battle that Tory backbenchers appear to have won, by contrast, is agreement to delay the 3p per litre rise in fuel duty planned for January.

While that last one will come as some comfort for many, the overall picture is bleak.

No surprise there, given that economic experts from the Independent Office for Budget Responsibility to the Governor of the Bank of England agree that unless the Chancellor's prepared to let his debt reduction target slip further into the future, he has no choice but to make himself deeply unpopular.

Though he knows this as well as anyone, he's sticking doggedly to his script.

Speaking to The Sun On Sunday, he said: "We are still all in this together. Everyone must make a contribution to dealing with our debts, from the richest in our society to those living a life on benefits.

"The road ahead may be longer than we thought, but it leads to a better future. Let's have the courage to stay the course."

Labour say that course is made that desperately more uphill and potholed by HIS actions. Trying to cut the deficit too far and too fast.

But they know that if THEY'D won the election there'd still have had to be deeply unpopular austerity measures following the economic meltdown of 2008.

Governments across Europe have been falling like dominoes for precisely that reason.

But, in the short term at least, Mr Osborne's offering will be judged on the basis of fairness. Or otherwise.

Research by the consumer group Which? suggests that almost one in four UK households are already feeling "financially squeezed".

For them at least, any talk from the Treasury of discomfort (that favourite doctor's euphemism) will mean what it really means. Pain.

Which is why, for the Chancellor, the political stakes this week could hardly be higher.
