Newspaper publishers have lost a last-ditch legal challenge to stop the Government's press regulation plans being approved.
Two judges ruled they did not have an arguable case to challenge a decision rejecting proposals for a rival charter backed by the newspaper industry.
The publishers were refused an injunction to stop ministers going to the Privy Council today with plans to seek the Queen's approval for a rival royal charter.
They intend to take their case to the Court of Appeal this afternoon.
The rival charter is backed by the three major political parties but bitterly opposed by much of the industry.
